The International Commission against Impunity in Guatemala (CICIG) was a UN-backed anti-corruption body. It revealed President Otto Pérez Molina's role as the mastermind of a kickback scheme that forced him from office in 2015. CICIG made Guatemala a regional rule-of-law beacon by putting many politicians and businessmen behind bars. President Jimmy Morales—also accused of corruption—expelled CICIG in 2019. Even fans concede the commission overreached: filing more cases than it could process, prosecuting Morales whose support was needed for judicial reforms, and running a budget bigger than that of most ministries.
