David Sacks is Donald Trump's "AI and Crypto Czar". He is a Silicon Valley venture capitalist and a former San Franciscan. He supports a federal moratorium on state-level AI regulation, arguing that some 1,000 bills introduced across all 50 states constitute a "doomer-industrial complex" that will hamper America's ability to compete against China in the race for AI supremacy. He appears most concerned about regulating AI to prevent left-wing bias in large language models, or what he calls "woke AI". Some in the tech industry suspect this is merely cover for minimal regulation.
On China chip policy, Sacks has argued that there is a case for withholding America's best chips from China, but not for cutting it off entirely, which would only deepen the Communist Party's resolve to develop domestic alternatives. His view prevailed over that of China hawks in Trump's circle when Trump authorised the sale of Nvidia's H200 chips to approved Chinese customers in December 2025.
