Graham Allison is a political scientist at Harvard University, known for the concept of the "Thucydides trap". In a much-read essay published in 2015 and a subsequent book in 2017, he considered whether this dynamic might spark a war between America and China. He identified 16 instances over the past half-millennium in which a rising power had come to rival a ruling one, noting that 12 ended in war. The concept draws on Thucydides, the Greek historian who wrote in the fifth century BC that the Peloponnesian war had been made "inevitable" by "the rise of Athens and the fear that this instilled in Sparta".
