Nickolay Mladenov is a former Bulgarian defence minister who serves as the "high representative" for Gaza on Donald Trump's Board of Peace. He controls the movements and communications of the National Committee for the Administration of Gaza (NCAG), keeping its members in a Cairo hotel rather than allowing them into Gaza. He has repeatedly convened Hamas's exiled members in Cairo, alongside Turkish, Qatari and Egyptian mediators, urging them to turn themselves into an unarmed political party—disclosing their stockpiles of heavy weapons, the locations of workshops and tunnels, and eventually handing over arms.
