Rafael Grossi

An Argentine diplomat who serves as director-general of the International Atomic Energy Agency, the UN's nuclear watchdog. As of late 2025 Grossi was jockeying for the position of UN secretary-general.

After Israel's June 2025 strikes on Iran, he said all 14,000 centrifuges at Iran's Natanz site were "severely damaged if not destroyed altogether" and that he could no longer confirm the location of Iran's uranium stockpile.

On March 9th 2026, during the third Gulf war, he said Iran's highly enriched uranium was "mainly" at Isfahan, in central Iran, presumably in tunnels whose entrances had been sealed off with earth in February. Some also remained at enrichment plants at Natanz and Fordow.

In an interview on April 13th 2026 Grossi warned of a nuclear-arms race, confirming that many countries were privately debating acquiring nuclear weapons—from Iran's Gulf neighbours to American allies such as Germany, Japan, Poland and South Korea. He called the non-proliferation regime "one of the last points of stability that we have" and argued that Iran's nuclear programme cannot be completely bombed out of existence: "you cannot unlearn what you have learned."
